Quick answer
A bank NOC or clearance letter confirms your car loan is fully paid, so the bank's mortgage can be removed from the vehicle registration. You get it after settling the loan, usually by requesting it through your bank's app, online banking, call centre or branch. Early settlement fees are capped at 1% of the outstanding balance or AED 10,000, whichever is less.
If you're selling, transferring, exporting or scrapping a financed car in the UAE, you'll hear the word "NOC" a lot. It's a small letter that controls a big part of the process: without it, the car can't change hands. Here's exactly what it is, how to get one, how long it takes, and what to do when it doesn't work as expected.
Why the bank's letter matters
When you buy a car on finance in the UAE, the bank usually registers a mortgage against it with the traffic authority. The mortgage protects the bank: while it's in place, the car can't be transferred to a new owner. The NOC or clearance letter is the bank's formal confirmation that it no longer has a claim, which allows the mortgage to be lifted.
Two letters, two jobs
| Letter | Purpose | When you get it |
|---|---|---|
| Settlement or liability letter | States the payoff amount and how long it's valid | Before paying off the loan |
| NOC or clearance letter | Confirms the loan is fully settled | After paying off the loan |
Banks use slightly different names for these letters, but the sequence is always the same: settlement figure first, clearance after payment.
Step 1: Request your settlement letter
You can usually request it through:
- Your bank's mobile app or online banking
- The call centre
- A branch
Check that the letter shows:
- The outstanding principal
- Any interest or profit due up to the settlement date
- Any early settlement fee, shown separately
- The date the figure is valid until
- Where and how to pay
Step 2: Pay off the loan
You can pay the settlement amount yourself, or, if you're selling the car, the buyer can pay the bank directly and pay you the balance. That second route is common and avoids you needing the full amount in cash first. Get the arrangement in writing.
Step 3: Get the NOC or clearance letter
Once the payment is received, request the clearance letter. Ask the bank:
- How long it will take to issue
- Whether it updates the traffic authority directly
- Whether you need to present the letter yourself
- Whether there's a fee for the letter
Step 4: Remove the mortgage and complete the transaction
With the mortgage lifted, the car can be transferred to a buyer, cancelled for scrap or cancelled for export. Confirm the mortgage no longer shows on the vehicle record before you rely on it.
Typical timeline
| Stage | Typical timing |
|---|---|
| Request settlement letter | A few working days |
| Pay the settlement amount | Same day to a few days |
| Receive clearance letter | A few working days after payment |
| Mortgage removed from record | Depends on the bank and authority |
Timelines vary between banks, so ask yours directly and build in a buffer, especially if you're leaving the UAE.
When things go wrong
The settlement letter expired
Interest accrues daily, so letters have a validity period. Request a new one before paying.
The loan is paid but the mortgage still shows
Chase the bank for the clearance, and ask for written confirmation that it has been sent to the traffic authority or issued to you.
You've lost the NOC
Ask the bank for a copy. Keep a digital copy once you have it.
The bank's figure doesn't match your records
Ask for a detailed statement before paying. It's much easier to resolve differences before settlement than after.
You're leaving the UAE
Start early, because bank timelines don't adjust to flight dates. Read leaving the UAE with a car loan.
Negative equity
If the car sells for less than the settlement amount, you'll need to pay the difference before the bank issues clearance. Work out the numbers early. See can I sell a car with a loan in the UAE?
