What deregistration actually means
Every registered vehicle in Dubai is linked to an owner's traffic file. While that link exists, the owner is responsible for the car: fines it collects, registration renewals, and anything that happens if it's abandoned. Deregistration, also called cancellation, breaks that link.
There are three related transactions people often confuse:

What must be cleared before RTA will deregister a car
Traffic fines
All fines on the vehicle's file must be paid. This includes fines issued by Dubai Police, RTA, other emirates, parking and Salik violations. Check the RTA app and the Dubai Police app so nothing is missed.
Bank mortgage

Ownership details
The registered owner must apply, or someone acting for them with a valid power of attorney. Company-owned cars need the company's documents and an authorised signatory.
The deregistration process, step by step
- Confirm the route: cancellation for scrap, or export cancellation if the car is going abroad.
- Clear fines on the RTA and Dubai Police apps.
- Clear the mortgage if there was a loan.
- Prepare documents: Emirates ID, Mulkiya (expired is generally fine), clearance letter, power of attorney if needed.
- Apply through RTA's current channel and pay the service fee.
- Surrender the plates, unless you've arranged to keep the number.
- Receive and keep the cancellation record.
The cancellation certificate
At the end of the process you receive an official record that the vehicle's registration has been cancelled. People call it different things: a deregistration certificate, cancellation certificate, certificate of destruction or scrap certificate. Whatever the name, it's your proof that the car is no longer on your file.
Keep a copy. You may need it if:
- A fine appears later that dates from after the cancellation.
- Your bank asks for proof when closing accounts before you leave the UAE.
- An insurer needs confirmation before refunding premium.
After deregistration
- Salik: the tag is tied to the plate. Update or close the account.
- Insurance: cancel the policy and ask about any refund.
- The car itself: it can no longer be driven on public roads, so it must be collected on a truck.
Common delays and how to avoid them
- Fines from other emirates you didn't know about. Check the MOI UAE app as well as Dubai's.
- Mortgage still showing after the loan is paid. Chase the bank's clearance letter.
- Owner not available. Arrange a power of attorney early if you'll be travelling.
- Car registered in another emirate. The cancellation happens with that emirate's authority.
